Challenges Bulgarian EU Commissioner Kristalina Georgieva would have to face

The hearing of Bulgarian EU Commissioner-designate for International Cooperation, Humanitarian Aid, and Crisis Response portfolio of the EC, Kristalina Georgieva, was very successful and received favourable comments, even from parties that were highly critical of the previous Bulgarian candidate for the position. With the approval of Georgieva’s nomination, an obstacle for the formation of the new Commission has been cleared. The new Bulgarian EU Commissioner had a good start but the real challenges still lie ahead.

The International Cooperation, Humanitarian Aid, and Crisis Response portfolio has not existed before and Kristalina Georgieva must establish it as a meaningful unit, which is to cooperate with security and finance sectors in the EC and in Member States.

Kristalina Georgieva will need to show knowledge as well as readiness for discussions related to issues she will have to solve. At the hearing in the EP, she showed the experience as Vice President of the World Bank provided her with such skills.
The establishment of the portfolio of the Bulgarian Commissioner coincides with the need for response to the disaster in Haiti. Georgieva’s responsibilities are big and she said her task was to guarantee that the EU would provide the best possible help. The aim of the Bulgarian commissioner is to use the experience in Haiti for creation of effective European mechanisms for crisis response, which are to guarantee better help and coordination within the EU.
During her hearing, Kristalina Georgieva said that the creation of European Volunteer Corps for Humanitarian Aid in 2011 is a realistic task. This means Kristalina Georgieva has a year to solve the issues related to the creation of the corps, which must be done without spending money supposed to be used for aid.

Georgieva also pointed out that she would do everything possible to involve the private sector in the rebuilding processes following a crisis. This aim is related to the growing needs and insufficient budgets but is not easily achieved, thus turning into another big challenge for the Bulgarian EU Commissioner.

At the hearing in the EP, Kristalina Georgieva demonstrated knowledge and determination, which will help her at the position of EU Commissioner. Her success depends on her abilities to live up to the trust she won at the start of her career in the EC.
