Central Election Commission plans stringent measures for upcoming elections

The Central Election Commission in Bulgaria has planned stringent safety measures for the upcoming elections on October 5. The whole process of printing the ballots will be monitored. According to the new electoral code, ballots can be printed only by the Bulgarian National Bank. The authenticity of the collected by parties and coalitions minimum of 2,500 signatures is checked by the Civil Registration and Administrative Services Directorate General

The Central Electoral Commission has denied registration for the early parliamentary elections on October 5 to two parties - the Bulgarian Communist Party and "The Other Bulgaria", which claims to support native emigration. The CEC's decision can be appealed before the Supreme Administrative Court. "By August 30, parties and coalitions that were previously refused registration before the SAC decided they should be registered, can file their documents," spokesman Alexander Andreev said. He pointed out that currently participation in the parliamentary elections was granted to 20 parties and 7 coalitions. The Civil Registration and Administrative Services checks the authenticity of all signatures and by August 23 it is expected to rule on the correctness of the signatures of 11 other formations. CEC spokesman Alexander Andreev noted that the biggest number of parties and coalitions participated in the election battle in 2013 - 63 parties and 7 coalitions. In 2005 there were 22 parties and coalitions, and in 2009 - 18 parties and coalitions.

He added that all district electoral commissions were ready and expect by August 25 to register nomination committees to raise independent candidates. Participants in the elections must submit candidate lists until September 2. After that drawing of lots will define the ballot position for parties. The commission has also decided that experimental machine voting will be held in 500 sections and 10 regions.
