A working group within the National Tripartite Cooperation Council (comprising representatives of the government, employers and trade unions) are to address the problem of fake sick leaves in the country in recent years. According to employers, fraud related to hospital records damaged the treasury by about 200 million euros a year, while unprocessed output equals about half a billion euros. They point out that sick leaves rose from 1,350 million in 2012 to 2,750 million in 2018. According to employers, the doubling is the result of abuse of hospital records, due to reduced control by the Ministry of Health and NSSI. According to them, the problem could be solved if at least the first 3 days of the sick leave are at the expense of the worker, similar to the practice in other European countries. Trade unions in the country said they would not allow the first three days of sick leave to be unpaid.
