Forming a new government - a difficult puzzle

The consultations of the centre-right GERB party, that won the early elections on October 5, with parliamentary political parties to form a government continue.

At the moment the situation looks like this: GERB will try to secure parliamentary support, but in practice it will govern with a minority government. It is to try and find partners, but not coalition partners. GERB surprisingly gave up the idea of an agreement with which to share the power, and opted for another solution: "We will sign a program for sound management. All who engage in supporting the government must put their signatures. This constitutes a form of coalition commitment”. This happened on Thursday after the consultations with the Patriotic Front. The nationalists pointed out that they were on the verge of signing the document. However, they are adamant that politicians from the Front will not participate in the government. This will divert the criticism of the Alliance of Liberals and Democrats for Europe (ALDE) in the European Parliament of which the Movement for Rights and Freedoms MRF is a member. It came out with a statement against the inclusion of the nationalists in Bulgaria's government. GERB made a nod to their future partner, "We believe that definitions such as “a nationalist group" do not apply to them." The Patriotic Front party perceives the party "Freedom and Dignity", which is part of the right Reformist Bloc as a format similar to the MRF. In return, they received an assurance that no politician from Korman Ismailov's party will be allowed to power.

The reformers (Reformist Bloc)  would also not sign a coalition agreement, GERB assured, although on Tuesday after the meeting between the leaders of GERB and the RB they announced convergence of their positions for signing the coalition agreement. Surprised, the reformers said they would discuss the situation and come up with a conclusion.

The primary responsibility for appointments, reshuffles, policies and power would belong to GERB. So at the moment the question of coalitions is off the agenda. Probably that's why no decision was reached on an alliance with the left ABV (Alternative for Ban Revival) during the consultations on Thursday. According to the political project of the President (2002-2012) Georgi Parvanov, "The situation in the country requires the broadest possible coalition, including the participation of BSP".  "Our efforts are currently focused on looking for support for a centre-right government," is the stand of GERB.

To date, the party mandate holder returns to the previously abandoned formula of a "minority government with shared responsibility" in which other parties will also have ministerial seats. The difference is that the parties will "share the responsibility" only through a signed program and the participation of members of the cabinet is optional. This formula is convenient for GERB because it provides stable support from the formations which have signed the program and possible support from those who have declared that they will vote only one decision or another. Smaller parties will always be able to justify to their constituents that they were not directly involved in the government, but only supported the nationally responsible decisions. This type of “program agreement" ensures also the support of Borissov's cabinet from ABV with which the reformers do not wish to enter into a coalition. The agreement also clears the contradiction between the partners from the Patriotic Front as VMRO want to get into the rule while the NFSB - do not.

The forthcoming meeting between GERB and BSP (Ban Socialist Party), which has not yet been scheduled, will put an end to the second round of negotiations to form a cabinet. Then a greater clarity is expected as to what management formula will emerge. It became clear that PES exerts pressure on BSP for coalition with GERB, which has led to new disputes in the left wing. Members of the Executive Board do not agree that the party must take a course of opposition. The head of the European Parliament, Martin Schulz, has tried to convince his Bulgarian friends that it was important to have stability. BSP leader Mihail Mikov convenes a meeting of the National Council on Sunday, after his return from Brussels. Although the Socialists have already said "no" to a coalition with GERB ten days ago, it is possible to raise this issue at the plenum, even without its being listed on the agenda.

Having witnessed this strange situation, the sovereign out of love for its own elected representatives and without recognizing that politics is the "art of opportunities" may decide that the responsibility lies primarily with the heavenly bodies. So much has been written these days that while we are under the sign of "retrograde Mercury", we should not take on any commitments between 5 and 25 October. At least it's good that now Saturn has saved itself from the grip of the malevolent and cantankerous Scorpio and entered the realm of the buoyant Sagittarius... Now without any worries, we can expect the National Assembly to approve the government “of the last chance", just as the European Parliament approved the Commission "of the last chance", in the words of Jean-Claude Juncker.
