The Bulgarian government has approved a draft bill on countering terrorism before sending it to parliament for discussions and voting. The purpose of the bill is creation of an effective mechanism for cooperation between institutions for prevention and response to potential terrorist threats. The Council of Ministers will be responsible for the general management of the activities and will adopt an anti-terrorism strategy. The bill introduces basic rules for conducting anti-terrorist operations in cases when data for a specific threat or a terrorist act exist. In these cases partial and temporary restrictions of the individual rights of citizens are acceptable.
