Prevalent public opinion is categorically in favour of a progressive taxation system, i.e. lower tax rates for the poor and higher rates for the well-off, indicate the results of a national survey conducted by Market Links. At the moment the taxation system in this country is regressive – people who are poorer pay higher taxes, and people who are richer - lower taxes because the insurable earnings ceiling is 1,300 euro per month with no tax on earnings in excess of this sum. 94.5 percent of respondents say that economic inequality is a problem for Bulgaria. The flat tax system, i.e. a single tax rate for all incomes, has the support of a mere 20 percent of people whereas a progressive tax system is supported by around 50 percent.
