Moratorium on sale of arable land to foreign nationals in Bulgaria remains

Following very sharp objections from branch organizations, the Bulgarian Ministry of Agriculture and Food has withdrawn the draft to the Ownership and Use of Agricultural Land Act. The Agriculture Ministry announced that the texts will be finalized in the next 12 months until the end of 2020. Thus, the abolishment of the moratorium on the sale of arable land to foreigners is delayed again. The Constitutional Court of Bulgaria ruled that the moratorium on the sale of agricultural land to foreign nationals violates the constitution, because it breaches EU norms about free movement of people, business and capital. The European Commission sanctioned Bulgaria with a EUR 839,000 fine. Moreover, the funding allotted to Bulgaria for agriculture under the EU structural funds is reduced with EUR 660 per day.
