He has multiple criminal records, some of them drug-related. He did not have a driving licence due to previous traffic offences.
"There is a sharp spike in road accidents at night in the capital because there is no real physical control. There are hundreds of drivers with over 50 offences who continue to drive their cars," Bogdan Milchev of the Road Safety Institute told BNR.
