The country's Еconomic and Social Council has adopted a statement on the "Planning Regions in Bulgaria" and proposes their change in order to promote regional development. The Economic and Social Council believes that there is a serious imbalance in the economic development of the South-West region.

"The disproportionately high welfare of Sofia-city compared to the national average artificially increases the welfare of the entire region, including by lowering the intensity of the grant aid from the EU", the statement reads.

"The deformation that occurs in the summarized statistical data for the districts of Pernik, Kyustendil, Sofia and Blagoevgrad, combined with Sofia-city in the current zoning, deprives enterprises of European funds.

The Economic and Social Council insists on the formation of a consensus national position on the topic no later than March 2025, because after that the European Commission will present its proposals for the Multiannual Financial Framework for the period 2028-2034.
