On September 8, 1991, the peaceful separation of Macedonia from Yugoslavia was formalized following a referendum in which a majority of the republic's citizens voted for an independent state. On January 15, 1992, Bulgaria was the first in the world to recognize the independence of the state called the Republic of Macedonia back then, according to its first constitution.
This happened thanks to the efforts of Bulgarian President Zhelyu Zhelev. Late in the evening Prime Minister Filip Dimitrov announced that the government had decided to recognize the independence of four former Yougoslav republics - Slovenia, Croatia, Macedonia, Bosnia and Herzegovina. On February 22, 1999, a Declaration of Good Neighborliness between Bulgaria and Macedonia was signed in Sofia by the then Prime Minister Ivan Kostov and his counterpart Lyubcho Georgievski.
