There has been a common understanding at national and European level about the steps that need to be taken in order for Bulgaria’s accession to Schengen to take place in the second half of the year. During the report of the caretaker cabinet, Minister of Foreign Affairs Nikolay Milkov said that an active political dialogue had been held with the representatives of the European Commission, with the Czech Presidency of the Council of the European Union, as well as with all EU Member States during the mandate of the caretaker government. Minister Milkov added that serious attention was paid to work with the Netherlands and Austria.

Milkov also said that "in some sense" Sweden also had a wavering position. Diplomatic efforts were made to prevent the separation of Bulgaria and Romania in the process. According to the minister, thanks to these efforts, unprecedented support was achieved and made the two skeptical countries - The Netherlands and Austria show more willingness to talk about completing the process of accession this year. Minister Milkov also pointed out that Germany, France, Spain are engaged in active lobbying for "the cause" and that Bulgaria also has the support the European Commission and the European Parliament.

According to Milkov, Bulgaria's membership in Schengen is a priority not only for the country, but also a priority for the entire community of EU countries because this was in the interest of protecting the external borders of the Union in the best possible way.
