Derogation from EU sanctions allows Bulgaria to export Russian fuel to Ukraine

The EU ban on exports of Russian oil products processed in Bulgaria comes into force today. Although the country has a derogation and can import Russian oil by sea and pipeline until the end of 2024, it is not allowed to sell the resulting oil products to buyers within the EU or to third countries.

Only Ukraine is exempted - the country is allowed to receive gas oil, mineral turpentine, gasoline, kerosene, petroleum oils, heavy fuels from Bulgaria. Exports of refined products to the invaded country are also allowed because of the environmental risks, as such products cannot be stored safely in Bulgaria.
