Russian oil company Lukoil fined for having monopoly on the Bulgarian market

Bulgaria's Commission for the Protection of Competition has imposed a fine on Lukoil-Bulgaria and Lukoil Neftohim Burgas" of over 82 million euros due to their monopoly position on the fuel storage market. In order to preserve their monopoly, for the duration of 5 years they have limited imports by sea to the tax warehouses through the terminals "Rosenets" in Burgas and "Petrol" in Varna.

The commission has established that the Lukoil group owns the largest storage and related transportation network. Along with the high share of the fuel market, the suspension of imports is an abuse of a dominant market position, affects trade in the EU and the formation of wholesale and retail prices. 

The abuse violates national law and EU law, affecting the entire chain of prices for goods and services in Bulgaria, reads the analysis of the antitrust proceedings.
