The National Assembly has adopted the Bill for Amendment and Supplement to the Constitution at first reading. Among the main highlights in it are strengthening the independence of the judiciary through structural reform of the Supreme Judicial Council, reform of the Prosecutor's Office and reform of the institution of caretaker cabinets. Proponents of the bill are PP-DB, GERB-SDS and DPS.

GERB leader Boyko Borisov said that his party would have discussions with both PP-DB and DPS on the rejected proposal on the possibility of appointing ministers with dual citizenship. "Generations of Bulgarians live abroad; there are many successful Bulgarians who would not want to change their dual citizenship, but we could use them as ministers and they would be successful", Borisov said. The changes are expected to be finalized by the end of the year.
