President Rumen Radev did not accept Kalin Stoyanov to remain in the position of Minister of Interior and refused to sign a decree appointing a caretaker government headed by Goritsa Grancharova-Kozhareva.

The head of state asked Goritsa Grancharova-Kozhareva to present a new candidate for interior minister by 3:00 p.m. According to Radev, Stoyanov would not guarantee fair elections. The prime minister-designate said that she had consulted all the leaders in the ministry to make her choice and refused to replace him.

The President said that the elections would be held after October 20 and that there would be no swearing-in of the caretaker government on August 20. He called on the still active National Assembly to convene an extraordinary session in order to fill in the list from which the head of state can choose a caretaker prime minister.

"I have made a firm decision that Kalin Stoyanov will remain interior minister," Kozhareva told the head of state. But she said that there would be no swearing-in tomorrow, and that the work of Dimitar Glavchev's caretaker government would continue.

The president also called on lawmakers to complete the so-called "house book" (nominations list - ed) from which he can choose potential caretaker prime ministers.

Minutes earlier, as she entered the premises, Kozhareva announced that Bulgaria's political instability had not yet been resolved.

"That is why it is extremely important today to find a dialogue between the institutions that govern the country. I believe that respect for the constitutional principle of the separation of powers is a fundamental condition for reducing tensions. Frequent changes of government increase the sense of instability. Bulgaria, the people and the business community do not have time for new ministers to familiarise themselves with their portfolios, so I have decided that most of the ministers should stay. All the members of the new caretaker cabinet have my confidence," she said.
