On November 18, 2022, the Republic of Bulgaria, invoking Article 63 of the Statute of the International Court of Justice, filed in the Registry of the Court a declaration of intervention in the case concerning Allegations of Genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine v. Russian Federation), the Bulgarian Ministry of Foreign Affairs announced on its website. The declaration was filed in compliance with the decision of the National Assembly of November 3 this year.

Thus, Bulgaria becomes the 24th country in the world and the 20th country in Europe to file such a declaration. Ukraine, citing the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, lodged the case against Russia on February 26 2022, two days after Russia’s current invasion of Ukraine began.
