The Confederation of Independent Trade Unions in Bulgaria (CITUB), Podkrepa Trade Union and the European Trade Union Confederation are to lodge a collective complaint with the Council of Europe against Bulgaria. They say that the right of collective bargaining of civil servants has been violated.
