There has been no work going on the National Strategy for the Child, Social Minister Biser Petkov said. Prime Minister Boyko Borisov has ordered stopping of work due to negative public response. There have been no legislative changes made, referring parental rights. There are changes to prevent child abandonment. Our understanding is that the responsibility for bringing up a child belongs to the parents and the state is helping them in this, the minister said. It was reported that in 2018, 441 children were abandoned at birth. Thanks to successful social measures, 1,773 children remained in their families, 1235 children were returned to their families, and 895 were placed in social institutions.
